Secretary General

General position description

The Secretary-General leads the ENTSO-E Secretariat, composed of about 120 employees. He/She directly reports to the Chair of the Board and is elected by the Assembly for a maximum 4-year period, possibly renewable mandate. He/She is attentive to the first objective of the Association: the service to the Members.

Under the guidance of the Board, the Secretary-General organises and leads all operations of ENTSO-E Secretariat in close alignment with the (Vice) Chair of the Board and the (Vice) President.

The Secretary-General manages and supervises on a daily basis the Secretariat, with the direct support of Heads of Section. He/she organises the representation of the Association towards third parties together with the (Vice) Chair of the Board and the (Vice) President and ensures the day-to-day communication of the Association. He/she is responsible to ensure the implementation of legally mandated tasks of ENTSO-E through coordination between the Heads of Section and the Committee Chairs.

The Secretary-General office is based in Brussels, his/her presence at the main office is inevitable. Moreover, in this position, significant travel activities are required.


Responsibilities and tasks

  • Secretariat management
    o Organise and structure the work as well as restructure if necessary;
    o Provide leadership and support to the staff of Secretariat;
    o Manage human resources in line with the Association’s strategy to be submitted for Board
    approval;
    o Collect the inputs of the Members in terms of complementary human resources and optimise
    the work between the Secretariat staff and human resources from the Members;
    o Manage the approved budget with a focus on improving cost-effectiveness and efficiency;
    o Develop budget proposals and annual accounts; monitor the budget and report budget status
    to the Board;
    o Further professionalise and upgrade the performance of ENTSO-E, to maximise the
    contribution and added value towards its Members;
    o Develop the multi-year roadmap and yearly objectives for the Secretariat in line with the
    Association strategy.

  • Association support
    o Support and coordinate the meetings of the Board and the Assembly;
    o Provide direct assistance to the Chair of the Board and the President in their activities for the
    Association;
    o Ensure the same for supporting Committees’ Chairs;
    o Pro-actively initiate and support the development and especially the implementation of the
    Association strategy approved by the Board and the Assembly;
    o Ensure coherence and alignment between the Association strategy and the work of
    Committees;
    o Interact regularly with Chairpersons of other bodies of the Association;
    o Support the work of the Association’s bodies and processes.

  • External relationship
    o Liaise with every Member to understand needs, and ensure solid alignment with Members
    and support to industry-wide positions and programs;
    o Liaise with the selected external critical stakeholders and propose an updated stakeholder
    matrix;
    o Communicate externally based on pre-determined positions and/or with factual information
    elements to ensure a strategic liaison between the Association and external political and
    business stakeholders in close alignment with (Vice) Chair of the Board and the (Vice)
    President;
    o Maintain and enhance the reputation of ENTSO-E among key stakeholders – including
    customers, industry, regulators and European bodies
    o Ensure the right complementary between the actions launched by the Members and those by
    the Association.

Profile

For this critical role, we are seeking an inspirational leader with strong leadership and coordination capabilities.
It is important that the successful candidate understands the sector and its issues. The ideal candidate will be a
person with the right skills, including political understanding and the capability of leading an organisation with
42 shareholders in a dynamic industry. He/She will demonstrate operational leadership and is skilled in driving
results in a dynamic and challenging time. In terms of the performance and personal competencies required for the position, we would highlight the following:

  • Skill:
    - Management:
    o Significant experience from leading staff including managers;
    o Team player including full transparency towards the governing bodies and superiors;
    o Solid track change in supporting executive management;
    o An astute communicator with a strong understanding of Corporate Affairs;
    o Ability to work under pressure and manage a heavy workload;
    o Ability to assess the work of the teams;
    o Ability to distribute/animate and develop the teams;
    o Ability to manage the resources according to the budget of the Association.

    - Diplomacy/relationship
    o Outstanding leadership and influencing skills in a complex matrix and multicultural
    organisation;
    o Ability to deal with change and to build consensus;
    o Proven capability of building and maintaining an excellent network of political and business
    contacts;
    o Ability to moderate high-level discussions, both internally among the Members and
    externally on behalf of the Association, to find innovative breakthroughs, and simplify &
    translate complex technical issues;
    o Outstanding interpersonal acumen; a person of the highest integrity and with exceptional
    energy and drive.

  • Knowledge:
    - TSO business/activity
    o Significant relevant work experience at senior management level in the electricity industry,
    and with strong knowledge of TSOs;
    o Strong stakeholder engagement and experience with – amongst others – the EU institutions
    and TSO companies in Europe, local and international regulators, politicians, society etc.

    - EU Institutions
    o In-depth knowledge of the EU Institutions and its decision-making processes; ideally in the
    field of energy; knowledge of the European Energy Policy and Objectives, Climate policies,
    etc.

    - Language
    o Must be business fluent in English (near-native level).
